What the legs do is, technically, up to you. (Look it up - Butterfly started out as a variant on Breaststroke. It It got split off as a competitive stroke in its own right precisely because the new, showy-but-efficient recovery was making other variants untenable.) Social pressure pretty much keeps people from swimming when everyone else is just splashing around. "Summer league" or "rec league" rules usually allow for a learning period and/or and ADA exemption if needed for those who can't do the legal stroke for some reason. (Sometimes not until after threat of legal action, which is really stupid since it's a _recreation_ league. Duh. Usually that's when common sense prevails, since someone says, "This is supposed to be for fun. Why do we want to spend money in legal battles keeping someone else from having fun?
