I remember thinking I should try to find some odd date thing where Henry-Henry would theoretically sometimes appear in the sky, but realized it would be way too much math and organizing and really didn’t add more to the strip. Ever 13th full moon sounded pretty cool and was vague enough to work.
So, once per year, yes? (there are 13 full moons in a year on average)

Every 13th full moon is totally magical. Those of us born on Halloween know this to be true. ;)
My sister-in-law is a Halloween baby, so they really do up Halloween. Big theme party, costumes, all of it. Trick-or-treat (beggar’s night) in our area is the Thursday before Halloween and they do that up rich, too. Halloween and Christmas (what a contrast!) are the big events in our year. My brother spent $2,000 on a Dracula outfit complete with dentist-made fangs, cape, cane, ring, tux, all embossed or embroidered with Dracula’s coat of arms – all of it; but he looks great in that costume when he slicks his hair back like Bela Lugosi. They have these battery-powered bats that hang on monofilament, fly in circles and squeak – the whole nine yards.
