Having grown up with a dog, I learned early on how the “angry stare” can just make a dog bow in shame even if they’ve done nothing.
With great power comes the need to been greatly sympathetic and kind.

I have managed to make my cats feel guilty, and I quite agree: With great shaming there is a great need for compassion and forebearance.
So did he teach it to Fluttershy or vice versa?
Heh & I’ve managed to stare down cats before but they always walked away with an air of “I gave in because I wanted to” ;D
